Declaración de la Asamblea de los movimientos sociales, FSM 2009, Belém<\/span><\/span><\/p>\n NO VAMOS A PAGAR POR LA CRISIS, QUE LA PAGUEN LOS RICOS<\/span><\/span><\/p>\n Para hacer frente a la crisis son necesarias alternativas anticapitalistas, antiracistas, anti-imperialistas, feministas, ecológicas y socialistas<\/span><\/span><\/p>\n por Asamblea de los movimientos sociales<\/span><\/span><\/p>\n <\/p>\n Los movimientos sociales del mundo nos hemos reunido con ocasión de la celebración del 9º FSM en Belém, en la Amazonia donde los pueblos resisten a la usurpación de la naturaleza, sus territorios y su cultura. Estamos en América Latina donde en las últimas décadas se ha dado el reencuentro entre los movimientos sociales y los movimientos indígenas que desde su cosmovisión cuestionan radicalmente el sistema capitalista; y en los últimos años ha conocido luchas sociales muy radicales que condujeron al derrocamiento de gobiernos neoliberales y el surgimiento de gobiernos que han llevado a cabo reformas positivas como la nacionalización de sectores vitales de la economia y reformas constitucionales democráticas.<\/span><\/p>\n En este contexto, los movimientos sociales de America latina han actuado de forma acertada: apoyar las medidas positivas que adoptan estos gobiernos, manteniendo su independencia y su capacidad de crítica en relación a ellos. Esas experiencias nos ayudarán a reforzar la firme resistencia de los pueblos contra la política de los gobiernos, de las grandes empresas y los banqueros que están descargando los efectos de esta crisis sobre las espaldas de las y los oprimidos.<\/span><\/p>\n En la actualidad los movimientos sociales a escala planetaria afrontamos un desafió de alcance histórico. La crisis capitalista internacional que impacta a la humanidad se expresa en varios planos : es una crisis alimentaría, financiera, económica, climática, energética, migratoria…, de civilización, que viene a la par de la crisis del orden y las estructuras políticas internacionales.<\/span><\/p>\n Estamos ante una crisis global provocada por el capitalismo que no tiene salida dentro de este sistema. Todas las medidas adoptadas para salir de la crisis sólo buscan socializar las pérdidas para asegurar la supervivencia de un sistema basado en la privatización de sectores estratégicos de la economía, de los servicios públicos, de los recursos naturales y energéticos, la mercantilización de la vida y la explotación del trabajo y de la naturaleza, así como la transferencia de recursos de la periferia al centro y de los trabajadores y trabajadoras a la clase capitalista.<\/span><\/p>\n Este sistema se rige por la explotación, la competencia exarcebada, la promoción del interés privado individual en detrimento del colectivo y la acumulación frenética de riqueza por un puñado de acaudalados. Genera guerras sangrientas, alimenta la xenofobia, el racismo y los extremismos religiosos; agudiza la opresión de las mujeres e incrementa la criminalización de los movimientos sociales. En el cuadro de estas crisis, los derechos de los pueblos son sistemáticamente negados. La salvaje agresión del gobierno israelí contra el pueblo palestino, violando el derecho internacional, constituye un crimen de guerra, un crimen contra la humanidad y un símbolo de esta negación que también sufren otros pueblos del mundo. Esta vergonzosa impunidad debe terminar. Los movimientos sociales reafirman aquí su activo sostén a la lucha del pueblo palestino así como todas las acciones de los pueblos del mundo contra la opresión.<\/span><\/p>\n Para hacer frente a esta crisis es necesario ir a la raíz de los problemas y avanzar los más rápidamente posible hacia la construcción de una alternativa radical que erradique el sistema capitalista y la dominación patriarcal.<\/span><\/p>\n Es necesario construir una sociedad basada en la satisfacción de las necesidades sociales y el respeto de los derechos de la naturaleza, así como en la participación popular en un contexto de plenas libertades políticas. Es necesario garantizar la vigencia de todos los tratados internacionales sobre los derechos civiles, políticos, sociales y culturales (individuales y colectivos), que son indivisibles.<\/span><\/p>\n <\/span><\/p>\n En este camino tenemos que luchar, impulsando la más amplia movilización popular, por una serie de medidas urgentes como:<\/span><\/strong><\/span><\/p>\n – La nacionalización de la banca sin indemnización y bajo control social<\/span><\/p>\n – Reducción del tiempo de trabajo sin reducción del salario<\/span><\/p>\n – Medidas para garantizar la soberanía alimentaría y energética <\/span><\/p>\n – Poner fin a las guerras, retirar las tropas de ocupación y desmantelar las bases militares extranjeras <\/span><\/p>\n – Reconocer la soberanía y autonomía de los pueblos, garantizando el derecho a la autodeterminación <\/span><\/p>\n – Garantizar el derecho a la tierra, territorio, trabajo, educación y salud para todas y todos <\/span><\/p>\n – Democratizar los medios de comunicación y de conocimiento ….<\/span><\/p>\n <\/span><\/p>\n El proceso de emancipación social que persigue el proyecto ecologista, socialista y feminista del siglo 21 aspira a liberar a la sociedad de la dominación que ejercen los capitalistas sobre los grandes medios de producción, comunicación y servicios, apoyando formas de propiedad de interés social: pequeña propiedad territorial familiar, propiedad pública, propiedad cooperativa, propiedad comunal y colectiva…<\/span><\/p>\n Esta alternativa debe ser feminista porque resulta imposible construir una sociedad basada en la justicia social y la igualdad de derechos si la mitad de la humanidad es oprimida y explotada.<\/span><\/p>\n Por último, nos comprometemos a enriquecer el proceso de la construcción de la sociedad basada en el “buen vivir” reconociendo el protagonismo y la aportación de los pueblos indígenas.<\/span><\/p>\n Los movimientos sociales estamos ante una ocasión histórica para desarrollar iniciativas de emancipación a escala internacional. Sólo la lucha social de masas puede sacar al pueblo de la crisis. Para impulsarla es necesario desarrollar un trabajo de base de concienciación y movilización.<\/span><\/p>\n El desafió para los movimientos sociales es lograr la convergencia de las movilizaciones globales a escala planetaria y reforzar nuestra capacidad de acción favoreciendo la convergencia de todos los movimientos que buscan resistir todas las formas de opresión y explotación.<\/span><\/p>\n <\/span><\/p>\n Para ello nos comprometemos a:<\/span><\/strong><\/span><\/p>\n Desarrollar una semana de acción global contra el capitalismo y la guerra del 28 de marzo al 4 de abril 2009: <\/span><\/p>\n – Movilización contra el G-20 el 28 de marzo; <\/span><\/p>\n – Movilización contra la guerra y la crisis el 30 de marzo; <\/span><\/p>\n – Día de solidaridad con el pueblo palestino impulsando el boicot, las desinversiones y sanciones contra Israel, el 30 de marzo; <\/span><\/p>\n – Movilización contra la OTAN en su 60 aniversario 4 de abril;<\/span><\/p>\n <\/span><\/p>\n Fortalecer las movilizaciones que desarrollamos anualmente: <\/span><\/strong><\/span><\/p>\n – 8 de marzo: Día internacional de la Mujer <\/span><\/p>\n – 17 de abril: Día Internacional por la Soberanía Alimentaría <\/span><\/p>\n – 1 de Mayo: Día Internacional de los trabajadores y trabajadoras <\/span><\/p>\n – 12 de octubre: Movilización Global de lucha por la Madre Tierra contra la colonización y la mercantilización de la Vida <\/span><\/p>\n – Impulsar las agendas de resistencia contra la cumbre del G-8 en Cerdeña, la cumbre climática en Copenhague, la cumbre de las Américas en Trinidad y Tobago…<\/span><\/p>\n <\/span><\/p>\n Respondamos a la crisis con soluciones radicales e iniciativas emancipatorias.<\/span><\/p>\n <\/span><\/p>\n <\/span><\/p>\n <\/span><\/p>\n Declaration of the Assembly of Social Movements<\/span><\/strong><\/span><\/p>\n at the World Social Forum 2009, Belém<\/span><\/strong><\/span><\/p>\n WE WON’T PAY FOR THE CRISIS. THE RICH HAVE TO PAY FOR IT!<\/span><\/strong><\/span><\/p>\n Anti-imperialist, anti-capitalist, feminist, environmentalist and socialist alternatives are necessary<\/span><\/strong><\/span><\/p>\n By the Assembly of Social Movements<\/span><\/strong><\/span><\/p>\n <\/span><\/p>\n We the social movements from all over the world came together on the occasion of the 8th World Social Forum in Belém, <\/span>Amazonia<\/span>, where the peoples have been resisting attempts to usurp Nature, their lands and their cultures. We are here in <\/span>Latin America<\/span>, where over the last decade the social movements and the indigenous movements have joined forces and radically question the capitalist system from their cosmovision. Over the last few years, in <\/span>Latin America<\/span> highly radical social struggles have resulted in the overthrow of neoliberal governments and the empowerment of governments that have carried out many positive reforms such as the nationalisation of core sectors of the economy and democratic constitutional reforms.<\/span><\/p>\n In this context the social movements in <\/span>Latin America<\/span> have responded appropriately, deciding to support the positive measures adopted by these governments while keeping a critical distance. These experiences will be of help in order to strengthen the peoples’ staunch resistance against the policies of governments, corporations and banks who shift the burden of the crisis onto the oppressed. We the social movements of the globe are currently facing a historic challenge. The international capitalist crisis manifests itself as detrimental to humankind in various ways: it affects food, finance, the economy, climate, energy, population migration… and civilisation itself, as there is also a crisis in international order and political structures. <\/span><\/p>\n We are facing a global crisis which is a direct consequence of the capitalist system and therefore cannot find a solution within the system. All the measures that have been taken so far to overcome the crisis merely aim at socialising losses so as to ensure the survival of a system based on privatising strategic economic sectors, public services, natural and energy resources and on the commoditisation of life and the exploitation of labour and of nature as well as on the transfer of resources from the Periphery to the Centre and from workers to the capitalist class.<\/span><\/p>\n The present system is based on exploitation, competition, promotion of individual private interests to the detriment of the collective interest, and the frenzied accumulation of wealth by a handful of rich people. It results in bloody wars, fuels xenophobia, racism and religious fundamentalisms; it intensifies the exploitation of women and the criminalisation of social movements. In the context of the present crisis the rights of peoples are systematically denied. The Israeli government’s savage aggression against the Palestinian people is a violation of International Law and amounts to a war crime, a crime against humanity, and a symbol of the denial of a people’s rights that can be observed in other parts of the world. The shameful impunity must be stopped. The social movements reassert their active support of the struggle of the Palestinian people as well as of all actions against oppression by peoples worldwide.<\/span><\/p>\n In order to overcome the crisis we have to grapple with the root of the problem and progress as fast as possible towards the construction of a radical alternative that would do away with the capitalist system and patriarchal domination. We must work towards a society that meets social needs and respects nature’s rights as well as supporting democratic participation in a context of full political freedom. We must see to it that all international treaties on our indivisible civic, political, economic, social and cultural rights, both individual and collective, are implemented. <\/span><\/p>\n <\/span><\/span><\/p>\n In this perspective we must contribute to the largest possible popular mobilisation to enforce a number of urgent measures such as:<\/span><\/strong><\/span><\/p>\n – Nationalising the banking sector without compensations and with full social monitoring,<\/span><\/p>\n – Reducing working time without any wage cut,<\/span><\/p>\n – Taking measures to ensure food and energy sovereignty<\/span><\/p>\n – Stopping wars, withdraw occupation troops and dismantle military foreign bases<\/span><\/p>\n – Acknowledging the peoples’ sovereignty and autonomy ensuring their right to self-determination<\/span><\/p>\n – Guaranteeing rights to land, territory, work, education and health for all.<\/span><\/p>\n – Democratise access to means of communication and knowledge. <\/span><\/p>\n <\/span><\/p>\n The social emancipation process carried by the feminist, environmentalist and socialist movements in the 21st<\/sup> century aims at liberating society from capitalist domination of the means of production, communication and services, achieved by supporting forms of ownership that favour the social interest: small family freehold, public, cooperative, communal and collective property. <\/span><\/p>\n Such an alternative will necessarily be feminist since it is impossible to build a society based on social justice and equality of rights when half of humankind is oppressed and exploited. <\/span><\/p>\n Lastly, we commit ourselves to enriching the construction of a society based on a life lived in harmony with oneself, others and the world around (“el buen vivir<\/em>”) by acknowledging the active participation and contribution of the native peoples. <\/span><\/p>\n We, the social movements, are faced with a historic opportunity to develop emancipatory initiatives on a global scale. Only through the social struggle of the masses can populations overcome the crisis. In order to promote this struggle, it is essential to work on consciousness-raising and mobilisation from the grassroots. The challenge for the social movements is to achieve a convergence of global mobilisation. It is also to strengthen our ability to act by supporting the convergence of all movements striving to withstand oppression and exploitation. <\/span><\/p>\n <\/span><\/p>\n We thus commit ourselves to: <\/span><\/strong><\/span><\/p>\n Launch a Global Week of Action against Capitalism and War from March 28 to <\/span>April 4, 2009<\/span> with: <\/span><\/p>\n – anti-G20 mobilisation on March 28,<\/span><\/p>\n – mobilisation against war and crisis on March 30, <\/span><\/p>\n – a Day of Solidarity with the Palestinian People to promote boycott, disinvestment and sanctions against <\/span>Israel<\/span> on March 30, <\/span><\/p>\n – mobilisation for the 60th<\/sup> Anniversary of NATO on April 4, <\/span><\/p>\n – etc.<\/span><\/p>\n <\/span><\/p>\n Increase occasions for mobilisation through the year: <\/span><\/strong><\/span><\/p>\n – March 8, International Women Day; <\/span><\/p>\n – April 17, International Day for Food Sovereignty; <\/span><\/p>\n – May 1, International Workers’ Day; <\/span><\/p>\n – October 12, Global Mobilisation of Struggle for Mother Earth, against colonisation and commodification of life.<\/span><\/p>\n – Schedule an agenda of acts of resistance against the G8 Summit in <\/span>Sardinia<\/span>, the Climate Summit in <\/span>Copenhagen<\/span>, the <\/span>Summit<\/span> of the <\/span>Americas<\/span> in <\/span>Trinidad and Tobago<\/span>, etc. <\/span><\/p>\n <\/span><\/p>\n Through such demands and initiatives we thus respond to the crisis with radical and emancipatory solutions. <\/span><\/p>\n <\/span><\/p>\n <\/span><\/p>\n <\/p>\n <\/span><\/span><\/p>\n Déclaration de l’Assemblée des mouvements sociaux lors du Forum social mondial 2009, Belém<\/span><\/strong><\/span><\/p>\n Nous ne payerons pas la crise !
